New York moves closer to its first light rail line

New York is moving ahead with plans for a $5.5 billion light rail line that would create a new transit link between Brooklyn and Queens.

The Metropolitan Transportation Authority’s proposed Interborough Express, known as the IBX, would run for 14 miles between Sunset Park in Brooklyn and Jackson Heights in Queens. If built, it would become the MTA’s first light rail service.

The project is now in design and environmental review. The MTA expects to release a draft environmental impact statement in late 2026, while design work is scheduled to continue through 2027.

Plans call for 18 stations, connections to 17 subway lines and more than 50 bus routes, as well as links to the Long Island Rail Road. The MTA forecasts more than 160,000 weekday riders and an end-to-end journey of about 32 minutes.

The project also highlights a wider issue facing major US transit schemes. Establishing demand is only one part of the process. Authorities must also secure funding, manage construction risk and adapt aging infrastructure without disrupting existing services.

The Interborough Express targets a gap in New York’s network

New York’s subway system provides extensive coverage, but much of the network reflects a long-standing focus on travel to and from Manhattan.

That can make trips between Brooklyn and Queens less direct, even when the two points are relatively close.

The IBX is intended to address that problem by creating a cross-borough route that does not require passengers to travel through Manhattan.

Around 900,000 people live along the proposed corridor, which also contains about 260,000 jobs. The MTA says the route would improve access to employment centers, schools and other services in communities with limited access to existing subway or commuter rail lines.

This reflects a broader challenge for transit authorities. Urban travel patterns can change faster than fixed rail networks. Employment becomes more dispersed, neighborhoods develop and commuters begin making journeys that older networks were not designed to serve.

Adding connections between existing lines can therefore be as important as extending those lines farther from the city center.

The IBX would provide transfers to major parts of New York’s existing transit system rather than operate as an isolated route. That wider network role could become one of its main benefits.

Reusing a freight corridor offers opportunities and constraints

One of the most notable parts of the project is its planned route.

Rather than create an entirely new corridor through Brooklyn and Queens, the IBX would use the existing Long Island Rail Road Bay Ridge Branch and CSX Fremont Secondary freight corridor. New passenger tracks would be added while freight operations remain in place.

For cities with limited space, existing rail corridors can provide an alternative to acquiring large amounts of new land.

However, using existing infrastructure does not make construction simple.

The MTA says the corridor includes more than 85 overhead and undergrade bridges, and more than half will need to be rebuilt to support light rail service. A 125-year-old tunnel in East New York will also require rehabilitation.

Space will also be needed for stations, power systems, train storage and maintenance facilities.

Those requirements help explain why a project based on an existing right of way can still carry a multibillion-dollar cost.

They also show the limits of infrastructure reuse. Existing corridors can reduce some land and route problems, but older assets can bring engineering problems of their own.

For planners elsewhere in the US, the project could offer a useful example of how freight infrastructure can support passenger transport while retaining its logistics role.

Funding will shape what happens next

The MTA’s 2025-2029 Capital Plan includes $2.75 billion for the Interborough Express. That represents about half of the project’s current estimated $5.5 billion cost.

The authority plans to seek federal support, including funding through the Federal Transit Administration’s Capital Investment Grant program and federal rail financing.

This leaves a large funding requirement as design work continues.

There is also no confirmed opening date.

The MTA says the current design phase is expected to last about two years, but the schedule for later stages will depend on final design decisions, construction planning and funding.

That uncertainty will matter as the project moves from planning to execution.

Major transport projects must balance cost, construction disruption and long-term passenger benefits. The IBX adds another factor because much of the work must be completed while freight operations continue along the corridor.

New York has now moved beyond studying whether the route is possible. Engineers are developing designs, environmental work is advancing and capital funding has been allocated.

The next phase will test whether the city can turn an existing industrial rail corridor into a major passenger link while controlling the cost and complexity that often shape large urban transit projects.
